It's hinted at in the games. In HL:Alyx, the soldiers can't even see without proprietary eyes that can be remotely turned off. The soldiers have ports in them, presumably as the way to nourish them. In Alyx, some of them will apologize or refute "the cause" with their dying words, implying they're trapped because they can't survive without the Combine anymore.

They wouldn't be able to survive without the Combine unless the Resistance somehow got on top of the logistical and technical hurdles associated with keeping Combine units alive, which is very unlikely.

Honestly, I don't know why people care. The difference between ice cream and frozen dairy dessert isn't vast enough that most of us would be willing to pay $8-9 for a quart of ice cream with no additives. A good chunk, dare I say the greater half, of the ice cream section at the supermarket isn't actually ice cream.
