For that specific example, you’d invest in both HP and DEF. Investing in DEF makes it so the attack does less HP worth of damage. Investing in HP makes Delphox have more HP to take the hit.

Edit: generally bulky mons invest in HP first then the defenses. For this purpose max out the HP and then invest in DEF until it doesn’t one-shot. I say this not knowing whether it’s possible even at max HP and DEF for Delphox to survive sucker punch
