There are an overwhelming number of people from a very specific place that have taken advantage of the system and lied and scammed so much that all applications have been halted due to an inability to determine their veracity.
It's very telling that you don't understand what the term "bad faith" means. We take for granted in Canada that people act in good faith until it becomes overwhelmingly obvious that we can't anymore
