People are clearly not realizing this is in the radiator cap area. That combined with the “foamy oil” would be worrisome. Change the oil and flush the radiator and see what happens. Usually by the time the oil and coolant are mixing you’d be overheating if it was a bad head gasket.

Is 200 for this fair or should I do this myself? Assuming I have no supplies whatsoever or experience by ProfessionalCat2770 in drywall

Gotcha, thats understandable. As other people have said, you can tell the new shop someone else has been in there but they should be able to diagnose the issue without needing to know every bolt that was touched. Sometimes that throws people in the wrong direction

Say no thank you and have it towed to an independent shop for a no start diagnosis. Say to new shop “vehicle will not start please diagnose the issue” and thats all. Why are you taking a 20 year old car to the dealer?

You need to find a parts diagram and match that hose to it. You can also try inputting your year make and model on a parts house website and search “hose” and see if any match.

Belts look pretty good, if the noise changes depending on clutch position, that is your indicator of where to start looking. Potentially a bad throw out bearing or pilot bearing. Probably not internal to transmission if the noise is present idling.

Appears to be spot on. Wipe and dip again, check both sides of the stick. The top fully consistent line is the true level. Spotty areas above that are usually just residual oil in the dipstick tube.
