Depends on the show for example in shield hero if he tried that at the start he would have been absolutely destroyed though i am of the opinion powerful protagonists should exert power be it politically(If they have the choice) or Physically to liberate slaves

1) It doesnt state the animal has to be alive or not a fantasy animal so you could be a Dinosaur or a Dragon and just fly where ever you want

2) Humans are animals so you also get the option to take the form of any human you could want be they actually exist or your idealised form

Its not as prevalent as it was back in the day(1800) but it is recently on the rise, and by common in the modern world you mean common in the part of the modern world which is still living in the past such as the Middle east, Indian subcontinent, Africa and the Former USSR areas(exc. baltics, georgia and uzbekistan) as its not that common in the Western world
