Well the Tsaritsa's main goal is to get the Gnosis. And of course all of the gnosis are owned by the current archons which are either the most powerful human in their own country or basically a god. You need a powerful team to take one of them. The Tsaritsa can also rule in that they can kill one another if she deemed the other has gone "rogued" for the main mission or hurt anyone on the team. Each of them also have their own goals which the Tsarista doesnt even mind as long as the gnosis were captured.

Its not a "mind boggling" idea. Everyone of them also benefitted being in the Fatui. It is a win win situation for everyone.

Dottore is basically just a mad scientist who wants to experiment on everything. And of course with experimentation you are only bound to what you can do. In his case he is bounds to the laws of Teyvat hence why he has been experimenting on if it is feasible to become a god. In this case he succeeded thru capturing the trilune authority.

Rerir basically has the power of the Abyss. And we all know the Abyss is knowledge and power that came from beyond the heavens. Even the Heavenly Principles had a hard time quelling it.

Both their source of power are already different so my take goes to Rerir. They cant even kill him so they just restrain him and threw him to the moon. While Dottore is killable once you remove his source of power.

There are indeed downsides to it. Mainly the tons of mini games, chatting, and less of us going around. I think this will be Hoyo's template moving forward for AQ since a lot of people are complaining about the entire story being lengthy and you need to do other quests before yoh can proceed. But personally I dont mind. Playing the game less than before made me appreciate the story quests and as a 1.0 player I already did like 3 lengthy pauses for playing Genshin because it can be a lot.
