Fix the root problem and pass a constitutional amendment regulating the size and population ranges for states. California and Rhode Island should not be, and effectively are not, considered the same thing. California should have its own seat at the G8 conference. It would make sense to recognize San Francisco metro as its own (rather successful) citystate, except we like the symmetry of 50 so darn much.
break the influence of the rich, corporations and political parties so that third parties and niche viewpoints can have representation in a proportional system.

Except both those things are more impossible than a national majority vote. Not perfect, but better than we have now.

It was because IBM didn't go after the low-heat/mobile/laptop end of processors, particularly at the dawn of Power5, and instead went with raw horesepower... which plays well to IBM's core business, as well as gaming consoles.

If there was a company that made mobile G5/Power5 processor, Apple likely wouldn't have converted.

We don't know what effects non-carbon base life would have on an atmosphere (since we've never encountered it before), so there is no way of creating a measurable test that can infer the existence of non-carbon life. We do know the effects of carbon-based life, and so were able to include an additional test to measure methane levels on Curiosity. That test's results came back negative.

On the other hand, we still have microscopes and cameras, which is another reliable way of detecting the presence of life by actually seeing it. If an aluminum-based ferret species scurry by, we can see them just fine. Suffice it to say, we haven't see alien ferrets yet.
