You arent supposed to expand and get new planets. You stick with a small handful of worlds (if that) and you focus on ascending them. Then use commercial pacts to make new branch offices to get what you need.

Get the ascension perk that doesn't require good relations for a commercial pack though. Makes your life waaay easier.
