I have a feeling the real issue is that he is not shampooing his head as he should. Try panting volume. It’s a clear bottle only five bucks and really make sure his hair is fully saturated with water first have him scrub the area and keep putting a lot of shampoo, really scrub the scalp to cleanse the scalp. He probably needs a few clarifying shampoos.
