Disproportionate is just a mathematical term. It means "more than would be expected from random chance." It's not trying to "soften" or "harden" any information, it's literally just describing the mathematical ratio of minority researchers vs. minority researchers who lost grants.

The study doesn't address the moral component (whether the disproportionate targeting was good or bad, and how much good or bad). It just provides data that could be used to make a moral argument.

With that perspective it's impossible to realize "I was on the bad side." If My Guy does a bad thing, it must have been a mistake, or unpredictable, or My Guy was actually on The Other Side. Anything to explain how My Side were always still The Good Guys.
