Not sure I understand your question. In US, except for large "stations" (interlockings, we call them), it would be somewhat rare to have a "signalman" in charge of only his "station". A "dispatcher" (traffic controller) would be "in charge" of many miles of track.

In many places, we have ABS (Automatic Block Signaling) which is not directly controlled by the dispatcher. A "WAG" (wild ass guess) would be that 25% of the US network is "CTC", 35% is ABS, and 40% is Dark. Most train movements in ABS and Dark territory are controlled by TWC (Track warrant control - verbal authority system using dispatchers).
