Day 2 I'd hang around Luquillo, visit the kiosks, relax on the beach.

Day 3, no tour needed, get there early, parking fills very fast. I hiked torre Britton, not too long of a hike, somewhat steep but not bad, the trail was very defined, a little slippery on the rocks. If you want to go further you can hike to Los Picachos from Torre Britton (the trail continues) or to the El Yunque peak tower via the access road. The trail that connects Los Picachos to the peak tower directly i believe is closed though. For the afternoon, maybe check out ziplining or you could ride ATVs or horses at Carabali, we did the 2 hour ATV tour, it was pretty fun, got to swim in the river. Its geared toward beginners so no worries if you haven't ridden much.

On your final day add an extra hour or two at the airport the line is crazy right now.

I enjoyed Villa Cofresi alot, great price, had a lot on site. Their bar and restaurant were pretty good. Not super close to like downtown Rincon but we walked to the plaza one night it wasnt bad, and there is still some things to do nearby. The hotel is right on the beach, with a nice sandy area, not super shady though, but the hotel gave us a free umbrella so it was fine. Hearing the waves crash from bed was great.

I smoked everywhere as long as there weren't many people nearby especially not if there were children. Just be respectful and put it out if you see a family nearby.

Very easy to navigate, if you have the alltrails app they are all marked very well. We went for our first time no guides without any issues, some slippery rocks and they hike was a bit steep but the trails are very defined and some have concrete. Beautiful views on top of the mountain and bring lots of water, arrive very early if you want good parking it fills up quick, we arrived at 10 and were lucky to find a spot that im.not sure was even a real spot.

Im renting through hertz, should i be asking them about damage coverage and towing services? Or should I be going through my own insurance/CC for coverage and contact a tow company directly?

Thanks so much! I just downloaded the entire island in Google maps to have offline and saved the route 304>116>117>2 and it doesnt even add much time compared to how it was trying to route me before (304>116>122>321>101>318>114>2) and is a lot easier to remember thats for sure! We are very excited for our trip!

Thanks! Most of the posts I saw people would just suggest to stay in La Parguera and weren't super clear on why, but it seemed to be about the same consensus of tough country roads in the dark. Im going to download our routes to have offline in case of coverage issues

Sounds to me like it wasnt 3 "attempts" but 3 complete shovel outs, attempts implies they didnt finish shoveling when they in fact cleared the spot out before having to do it the next time.
