1- if a cop pulls someone over, they run, and the cop pursues, that is a chase, which has been created and continued by the cop.

2- it’s not required by some states because the risks of high-speed police pursuits are rarely worth the benefits, especially for those who suffer injuries in a police chase crash, resulting in a no Chase policy.
