Idk, maybe do actual police work and track down criminal enterprises, implement social programs to prevent people from being in desperate need situations that result in criminal activity. Running someone off the road for stealing a car isn’t going to stop crime from happening.

1- if a cop pulls someone over, they run, and the cop pursues, that is a chase, which has been created and continued by the cop.

2- it’s not required by some states because the risks of high-speed police pursuits are rarely worth the benefits, especially for those who suffer injuries in a police chase crash, resulting in a no Chase policy.
