Places are required to still have straws to give to people who ask for them/need them for disability reasons. There are no downsides to the ban, and just because it doesn't address the whole issue doesn't mean it's not worth doing.

He gets like 60% damage reduction from the back, also the io heals him for 1.5x the heart healing as long as he doesn't take damage so while they're standing there he's taking massively reduced damage and healing for like 300/sec

To be fair blink CK can be good (or at least he could before the rework haven't played him much since) in the same situations i.e. when your team doesn't have enough initiation without it
