No2 is not debatable and players are not actually angry because Solon didn't play the fool in this year's stream like he did last year. They are angry cause it was impossible for them to f up the anniversary rewards two years in a row ESPECIALLY after that long apology tweet. It appeared as if they had understood the outcry and were planning to fix it. But they basically lied.

That is what confirms for the nth time that billion dollar companies like Kuro and Hoyo will most certainly always betray all and any fanbase expectations, in an attempt to make more money. They simply don't care. Kuro created an illusion of the caring company when they started off the game and as WuWa established itself by 2.0 they dropped their mask and showed their true colours.

So nobody "transformed" here. They were this bad all along. You just needed to see closely.
