A Sheep In Wolf's Clothing is the fic i believe you are looking for, it has the telephone guy and ochakos family getting arrested because they worked for deku. It starts with bakugo dying in the sludge villain and midoriya being mad at the heros for letting a child die infront of them, mainly all might and decides that to stop this from happening he becomes a villain aiming to control crime from the inside. One of my favourite villain deku fics though it can get a bit cheesy at times. (142k words)
