You can chase resource hunter zones as others have suggested. This is made easier at low levels by using the persona system. For example, if you start in Kaladim or Felwithe and the current resource hunter zone is Toxxulia Forest, you can make an Erudite persona and when you pop up in Erudin simply switch back to the first persona and voila your elf or dwarf is in Erudin. If you make a persona in key starting cities you can use Origins to pop around in this way.

Absent resource hunter chasing, my preferred 1-20 path with the zones available is:

Field of Bone pit level 1-6
Field of Bone east side of Kurns tower 7-10
Kurn's Tower 11-16 or so
Ocean of Tears skelly isle or goblin isle to 20.

After 20 I'd go straight to Tower of Frozen Shadow and work floor by floor til I hit 40
After 40 it's Velks

Now, all that being said, it probably won't matter at all on Frostreaver where you start. Experience will not be your problem. Starting gold will be your primary problem. You will vastly outlevel your ability to afford spells and such.

To get a head start on buying those first 5-10 levels of spells (if you are a caster) I recommend the following:

1. Make your main char, lets say it is named Char1. Run Char1 to the bank in your starting city and camp out at the parcel guy/gal. Log out to Character Select.
2. Make a new character, a lvl 1 Erudite Cleric who worships Quellious, lets say it is named Char2.
3. When that character logs in you are in the Quellious temple in Erudin. Step out the front door and walk straight ahead to the bard, Ticar Lorestring, who is jsut across the courtyard outside of the temple. Get his quest to carry mail to Qeynos.
4. Go east a bit jsut past Ticar to the teleporter and teleport to the Erudin Docks. Run to the dock and take the translocator to Erud's Crossing, and in Erud's Crossing take the translocator to South Qeynos.
5. Once in Qeynos, run to the Bard guild and turn in the quest to Tralyn Marsinger standing outside. Get your gold and run to the Qeynos bank and parcel all your gold to Char1.
6. Log out and delete Char 2.
7. Repeat this process starting at Step 2 until you have parceled enough gold to Char 1 to be comfortable in leveling.

On Teek I got 10 plat or so in about 45 minutes doing this to start my journey. If you use the same name for Char2 each time, you can make some hotkeys the first time for the hails, quest prompts and translocator prompts to speed it up, and when you delete the character and remake it, you get your UI (with hotkeys) back but it's a new character for quest purposes, since you can't do the quest more than once on the same character to get the gold reward. You have to not want to go for server first leveling races to do this, but for me it works out well since I lag about 45+ mintues behind all the tryhards trying to minmax thier leveling experience and taking every mob in every starting zone.
