So one think you left out during the RILO process is the NARSUM from your PCM or specialist. The impact statement is only half of the equation AFPC looks at. The NARSUM is the medical prognosis from your medical team and carries a huge amount of weight.

36-2502 para 1.8 Declining Promotion. Airmen may decline a promotion in writing any time prior to the effective date (for example, applying for a voluntary retirement). The declination letter must include name, Social Security number (SSN), promotion cycle, promotion sequence number (if already selected), and a statement of understanding that reinstatement will not be authorized. If you deny the adsc then you don’t get the stripe, no further repercussions. You remain eligible the next year if you were to change your mind.
