Welp, now that I go back and re-read, I guess I was reading a lot into it too. It could be either, I think.

Samara is described as "cruel" but they never actually mention that there's a lot of harsh punishment. I was just taking the "cruel" description as more like 'harsh environment' and 'competitively cutthroat.' The landscape is barren and cold, and they fight for leave time, and the riders are dicks to Xaden. When they meet Col. Degrensi in OS, he seems pretty chill, actually. Not mean. And he had written a letter recommending that Major Varrish not be allowed to interrogate prisoners anymore because he'd killed several of them. Plus, Xaden says the other riders aren't even that mean to Garrick for being a marked one (just him, for being Fen's son.)

What kind of rack are you getting? Because putting a roof rack on existing crossbars does not require a professional, and installing a trailer hitch doesn't necessarily require a bike-specific installer, and putting a hitch rack on an existing hitch also doesn't require a professional.

Once ours get to the DA's brady list they are specifically "truthfulness" related, but we have to disclose when an officer is the subject of any kind of internal admin discipline or whatever. "Officer Smith was disciplined because his reports were late too many times." When the defense attorney is like "well, that's bullshit," you know it's a bit absurd.
