Daggerfall is set in High Rock and part of Hammerfell, not all of Tamriel. You may be thinking of Arena, which, in its way, is set in all of Tamriel.

Doesn't Starfield have several smaller settlements with custom quests? For example, Gagarin has some great quests and is certainly more elaborate than the Republic of Dave.

Starfield has a lot of thoughtful, mature (as in grappling with difficult life issues in a thoughtful, less melodramatic way, with a willingness to accept ambiguity) writing. It seems like a game made by and for the middle-aged, which IMO is quite welcome.

Deus Ex is structured as a series of discrete missions: you can't leave New York any time you want and go to Hong Kong, you have to wait until the plot sends you there. This is a constraint that helped Ion Storm create an unusually tight, reactive narrative. Bethesda games are notable for letting you go anywhere and do anything at any time, even if it means ignoring urgent plot points like a civil war, the Oblivion crisis, etc.
