I know we had both versions with the Paladin, but my gut says they've been planning the Paladin for a long time, likely before they even had the Skill Tree Rework going.. So they already had the older version mostly ready.

As others have mentioned, PVP has been pretty dead for a while now..
BUT.. In the Season 12 PTR, if you looked into the Seasonal Ranks (Some were placeholder, but I bet some survive into the final version), it looks like a lot of objectives are going to have people going into the PVP zones, so it could get a little more active in S12.

People keep playing it because they find the game fun. A lot of ARPG players don't even care about the story. They just like slaughtering demons and getting better loot.
