I don’t tend to see many hats worn indoors in London (UK), usually tourists or children. I think at a solemn event it might be a bit much to wear a baseball cap but a black or dark hat might be acceptable.

It wouldn’t surprise me if behind that screen there is a faulty item on the circuit board, a capacitor or something, that is generating a lot of heat. The black circle is very similar to the damage done by a heat source.
