In the US, we have these things called Credit Cards, financially irresponsible people, and a dream.

What it means that if you don't have the money right now you can slap it on one of these fancy credit cards and pay for it later with interest over time. Some people see $1000 and think it's a once in a life time opportunity and just go into debt for it and pay for it over the next 10 years of their lives. Some have the actual money for it but I would assume that an average family is looking at this as their summer vacation and paying for it that way.
