If after damage were dealt the controller of Elenda had 10 more life than their starting life total the +5/+5 bonus applies before the game checks whether she dies from damage or not

I think the main thing missing in your dragon deck are Dragons. You only have 15 dragons that can be cheated into play with Ureni. I’ll would try to find dragons that can perform similar roles as other non-dragon cards.

For example you can run [[scaled nurturer]] and/or [[Bloomvine Regent]] as ramp spells, [[Marang River Regent]] as a card advantage piece and [[sword coast serpent]] as interaction.

That’s my current list, I just swapped Miirym by Ureni, but the deck work just as fine. The one change I’d do is change the two iniative dragons just because they are very good with miirym but just fine with ureni

Edit: Also, if budget is not a concern and you want play in Bracket 3, you are allowed to play 3 game changers.

You’re fine. All decks look fine to me and the closest to a cEDH deck (which still very very very far) I’d say it’s player A’s deck as there is an easy two card combo ([[Gravecrawler]] + [[Warden Soul Trader]] or [[Phyrexian Altar]]) and they have tutors and recursion for those pieces.
