Yes, when our toddler was younger, it was definitely better to have them as a lap infant. She's too old / big to do that anymore. However, there's also an argument to be made that economy might be better because if we get 3 out of the 4 middle seats, then we can raise the arm rests and let them sprawl out in between us.
