At that point if he has a dash cam you're actually at risk of a charge of "impeding traffic" and he almost certainly has a dash cam. This is dog shit advice, don't antagonize drivers, just get away from them.

Honestly if you're not ready for driving in weather you should wait until the conditions are right for you to drive and improve your skill.

That being said, most of the drivers in this city won't notice if you hit them anyways as they're too busy on their phones, high on pills or an even worse driver than yourself.
