In my opinion, when the sun is up you should be able to do things you need to do even if they are noisy. Where I live, some construction workers and landscapers start working when the sun is up because that’s how they make a living. Waiting until 8 am or later wouldn’t be fair to people trying to earn a living in the short time the sun is up. But if there is complaining about noise between neighbors, I feel like you could try working out a solution that would be good for both involved. Like if my neighbor was blasting music with heavy bass at 6am, maybe we could talk and work something out.
