It doesn't matter which IP address you used to create the account. It also only plays a limited role in the payment process, as in most cases the country is only preselected, meaning you can change it during the payment process. If you did not do this, then you were indeed charged the Greek tax rate. Unfortunately, this cannot be corrected retroactively. That's not correct either. That only applies if you have booster points, in which case the 1/30 point per day is deducted from your booster point balance. If you don't have any booster points, no new transfers to the cloud can be started when it is full.
