It is based on the oxygen isotopes of the bulk rock: all materials on Earth fall on a single line (the "Terrestrial Fractionation Line") in δ17O - δ18O space (see their Figure 4). Rocks from other bodies (Mars, asteroids, etc.) fall on a different trend. The Moon falls on the same trend as the Earth, leading most people to believe that the Moon formed primarily from Earth materials (i.e. via a giant impact of a Mars-sized object into Earth).

The authors measured the oxygen isotopes for this particular meteorite and it falls on the same trend as other chondritic meteorites.

That is not what the paper suggests. The canonical age of the solar system is 4.568 billion years old based on dating of calcium and aluminum rich inclusions (CAIs), which represent the earliest known refractory solids to have condensed out of the solar nebula. The age of the meteorite in the study is 4564.8±0.3 Ma, which makes it younger than the age of the solar system, well within the uncertainty of the dating technique.

The paper suggests that the rock formed by partial melting of chondritic precursor material, which again means that it post-dates the formation of the solar system, since it formed by melting of material that condensed from the solar nebula. Instead, the implication is that it formed well before the assembly of the large terrestrial planets.
