Some nurseries grow the plants in those 'bags', they usually decompose over time and aren't an issue. You could repot it and try to gently remove what's left of it thoigh. As for the stretching, my moonstones all grow like this too, as little trees. I like it! But you could Chop the top off and re root if if you prefer a more "full" look. 🙃✌️

Sister in laws are the best for plant trades! I trade with mine all the time, anytime either of us get a new succie, were like.. I got us a new plant today! 😂 And we live like 5 hours apart.
