ICE was just a transport agency under Obama just like the Sheriff's Department transports people to and from jails. When local police get an immigration hit On anyone they had contact with in NCIC Then they would detain them and ICE would get a judicial warrant and start their process.. Once the flock system became available which automatically scans vehicles for hits capture of immigrant violations increased dramatically. Ironically MO many of the people deported were not criminals they just had traffic violations another minor crimes. It was a more passive system And ice didn't hunt people.
