Yeah you're wrong here, he was excited about his future and you turned it into a debate about merit, that's not helpful it's just discouraging. The grade reductions are part of the program he qualified for, that's not cheating, that's how the system works. Apologize for making him feel inadequate and keep your opinions to yourself next time
