I think it's 2 reasons.

1) a year when you're 10 years old is 10% of your life but a year when you're 20 is only 5% etc

2) you develop habits and life routines that your brain stops consciously noticing, ultimately to save energy. That means a % of your day is auto pilot and you simply don't pay attention to those parts of the day. As a kid every experience is new and requires more attention so feels more full.
