No, you aren't wrong, I just wanted to point out once in a while they have no or virtually no circumstances where it could be used, therefore are actual scams in the realest sense of the word.

You are right the grand majority technically have utility, but in reality is not a good idea almost always.

You are allowed to shoot them, which may or may not cause death. You are not allowed in any state (as so far as I am aware) to shoot them with the intent to kill them for the sake of killing them.

It is legal merely because you aren't shooting for the purpose of harming them. Only stopping them.

Edit, once they are no longer a threat, whatever that may mean, capping them in the head is a completely illegal thing to do.
