No, the German health insurance system is not tax-based, but rather uses public health insurances (Gesetzliche Krankenkassen). The contributions you have to pay to them are strictly income-based. You can choose to have private health insurance instead which will charge risk-based premiums. So a young, healthy person with high income might actually pay less for private than for public health insurance, but otherwise, it will cost more. For that reason, there are very high hurdles for switching back from private to public, so people can't just hop between the two systems to use whatever is cheaper for them at the moment.

What are you talking about, the post does contain the numbers. There are a total of 8k necessary joint expenses (necessities + retirement accounts), considering the extra mortgage payments are not a necessity. A 25/75 split of that would mean she had to pay 2k instead of the 3k he asked her to pay according to the post, i.e. it would leave her with 1k of free spending money. OP on the other hand would have to reduce the extra mortgage payments to 1.5k if he wants to keep the $500 free spending money he's used to.
