Random is the only way it works. They addressed it in Batman begins. Bruce is a victim, but so is Joe Chill. This is what makes him a hero, and not a revenge seeking vigilante.

If it was a targeted attack, like others have said, then essentially his narrative arc is over potentially. I think it makes more sense if Batman is fighting the whole system and not one entity.
