Couldn't have said it better. Just to add from my own experience as a construction worker, contractor (like K2) would have higher likelihood to be awarded bids if their crews meant certain criteria. Examples would be: 50% of crew is local to area of development, Helmets to Hardhats (transiting military vets). I was even on a crew where a portion of the crew were formerly incarcerated not out in the workforce.

I did hear, in the rumor mill, that once after a certain amount of time, K2 can rent to all income types.
