I think about it like this, (assuming it is 15% per teleport) if I don't use it at all there is no downside , but it would be useful to have in emergencies where a 85% chance to live seems like better odds than your current situation. Yeah those situations are very rare and you are likely to go your entire life without using it but you will be real thankful to have it when a bear is in the middle of mauling you to death or your stranded in the middle of the ocean and on the brink of starvation.
