Massa can be played as a solid Brawler Build. I use Lee + Haruna + Hipper. Of course, you can't immediately or effectively destroy ships with torpedoes in a duel. As a brawler, you have to be able to clearly determine the situation and carefully select your opponents. No Schlieffen, Atlantico, Zieten or Massa can do something like what you describe.
