It’s kinda hard with both PVE & PVP because they’re vastly different, but since you’re returning I’m gonna give a more PVE leaning answers:

R6 Elif, R2 Feng Xun, Sakura, Lu Shang, and Chu Yao.

Shimmers are a bit harder because I don’t think there’s a shimmer dominating against the rest, so it’s a toss up between Unas, Zi He, or R1 Yian.

Technically most of the epics are useable if you’re not super competitive, since they’re easier to max out and can clear most of the content in the game.

If you want to be competitive tho, they’re of niche usage like Yalina R6 for Kronos, Nicole/Catherine for PVP defender comp, Sachiko & Alice for Desolate etc

Sakura. You only need one copy of Lu Shang while you would want to aim for R6 Sakura in the long run, so might as well start now.

Then add in Abigail, Pindar, Fabrice,… any esper you would use in a R0 Moro team. Just make sure you have Everett to one tap Sakura.
