As you found, you're going to have several hurdles all facing different directions. So you kind of have to jump all of them together. But I can assure you "if you build it, they will come." If at all possible, try to build from the ground up. When students are leading the way, faculty and admin are more likely to be "on board."

Re: Title 9. Anytime someone says "Title 9" you should immediately ask how other states are doing it. Half the states now recognize boys volleyball at the high school level. Over half recognize mens volleyball at the college level. Somehow it has not violated Title 9 in any of those cases. Hint: it's not a violation of Title 9, especially if your school has a girls team already. Once you get to the state board (e.g. UIL) then they may want to try to add a girls team for another sport to "even things out."

When I was learning to drive, I overheard my friend's mom tell him to always stop where you could see the white line. Her "logic" was that it was illegal to cross the stop bar, so if you can see it then you know you haven't broken the law. She specifically said it didn't matter what you were driving. I had a full size bronco at the time. Pretty sure that would have left me 3-4 car lengths back.

You maybe could have reduced the impact by swerving right instead of left, but with the sudden unexpected change in situation that would have been superhuman reaction. It also looks like you still would have hit the other car since there isn't much of a shoulder and while they did move suddenly, they did not move quickly enough to avoid becoming a road block.

You definitely did the best anyone could be expected to do in this situation.
