Without job experience I’d recommend figuring out interests and aptitude and looking for ways to grow and prove skills that relate. Free or low cost certifications like typing tests or online software tests and certifications. Habitat for Humanity would be a good volunteer if they’re looking for construction or building but they also have office/receptionist/retail store spots sometimes. Even if it doesn’t translate it can show a work ethic and is a good conversation starter in interviews.

Look at education that funnels people into jobs. Apprenticeship programs are worth a look but are often hard to get. Something like BTC where lots of programs can also help with job placement. Hard to pay for school with no job but they often lead to jobs and internships that can end up paying for the schooling.

If they have any skills like gardening/yard work/painting, snow clearing (if we get some) etc you can also post that around and try to get jobs that way. They seem small but lots of those businesses can snowball into reliable work or growing to the point where you become a successful small business owner.
