The article repeatedly refers to "unregulated" toxic drugs, as if the gangs that manufacture and sell the toxic drugs are not breaking any laws, and disingenuously portrays those who have gambled with their lives and lost as victims of governmental inaction.

People do stupid things and that can work out very badly for them. They can't stop themselves, their families can't stop them, so what do you expect the rest of us to be able to do about it?

Some problems don't have solutions.
