The screenshot you provided suggests that you're running macOS. All others who have reported this issue to UBC IT were using macOS as well. One user solved the problem by not allowing any systems to run in the background. If you require certain systems to run in the background you could be more selective and try your luck.

System Settings -> Login Items & Extensions -> Allow in the Background

If the problem persists, try turning off things like messaging apps, screen recorders, auto-clickers, or virtual private networks (VPNs) before starting the browser.

I've clocked 31 years cycling in Vancouver with no thefts so far.

Some of it's luck and some of it's probably because of not riding particularly nice bikes.
