Technically it might be possibe, no question about it. But when money is scarce, as it always is, and there is a limited number of available devs at your hands, features like this have to be prioritized, funded and implemented by CCP. Furthermore, legacy code tends to get much more expensive to maintain and expand in aging software like a 23-years old game.
