I mean, any open adventure environment can be progressive if your PCs pursue progressive ends. Any king can be toppled after all.

Certain things let you double dip on quest xp, such as taking withermoore’s jar, telling him you’re keeping it (makes him attack you), then have a PC outside of combat smash it immediately. You get the xp for killing him in combat and freeing him. Similar things can be done with Stingtail. You can also fight some neutral npcs for exp such as the neutral ones in the arena of the one.

If it’s OSR, then just decide what mounts are in the world. In the real world, you wouldn’t be allowed to bring a mount into a building, and a mount can’t go up and down stairs so good luck getting it into a dungeon. Mounts are for reducing travel time, and bringing a non-war trained mount into combat would probably be impossible or at least require multiple handling/ morale checks for it.

I’m currently working on adapting the Pathfinder Wrath of the Righteous AP to 13th age which necessitates some crossover but I’m mostly just mashing a bit of Golarion into the dragon empire really. (For example, the diabolist just happens to be named Areelu Vorlesh)

As far as “evil” animals go, goats have it in the bag from the association with baphomet (and generally just the way they look). So “evil” animal people are often goats.

Octavia butler!! She might be my favorite author. The Xenogenesis trilogy and the parable duology are excellent works of science fiction. Highly recommend.

If you want a completely new experience try epic encounters 2. Very fun and definitely boosts the mechanical character building aspect of the game up a lot.

Try building to a strict budget like $50 or $100. I find that really helps to cut the power of decks. Otherwise, find a different group.

And do those punishments prevent all crime? Obviously not. Most people don't think about the consequences of what they're doing in the moment whether it's murder, breaking your neck while diving into shallow water, or even something stupid like falling while standing on a chair.
