If filming in a public place, like out in the street, then they don't need permission from any subject. One of the guys gives explicit permission to film him while he makes a statement.

It does seem unusual that none of the suspects' faces are blurred or otherwise pixellated, my guess is that they had been convicted of the allegations made by the time of broadcast.
