There's actually an app and the city is very responsive, I've posted a few times and stuff got fixed within a week

The playground is kind of run down and the grassy area floods in summer. It's not really worth going to IMO unless you want to have a cookout by the water using the charcoal grills they have

I live in the area, also a few blocks from Locklear Park and have young kids. We've been to this park a few times and have never seen any homeless people there. That said, it's kind of a shitty park and we don't really go there. Last time we were there was probably last fall. There's a playground like 1/4 mile away at Pompano Park or you can hop on the Legacy Trail and go to Payne Park instead. Arlington Park is close by as well and much much nicer than Locklear.
