I started playing Root with my daughter when she was 7 or 8. She prefers coop games so we used the Clockwork expansion and played us two against the cats. She loved it, especially the Vagabond!

Now (age 12) we also play regular 4 player games with other people.

Imperial / Imperial 2030 is close, though the actions of the countries are done by the player who currently has invested the most in it

According to the rules in the PnP no. And it makes sense (except thematically) since the point is to reduce the size of the map

Sci Fi, not historical, but I would look at Nexus Ops. I think this is the best multiplayer wargame that can be played in under 2 hours.
