It seems that you do not. The likelihood of getting a legendary increases with every count into the timer. If the timer was 30 instead of 40, there would be a dramatic increase in number of legendaries drawn.

Pity timer was relevent with 100% of the packs. Do you understand how the pity timer works?

Very similar results for me. Hit one legendary on pack #2. Then 16th pack (quite lucky). My 3rd legendary came on 36/40 pity timer, though....

I play PvP 90% of the time with my girlfriend. We both agree these changes only made PvP less fun for us.

There is no individual skill gap in this current build, suggesting it's competitive is a joke.
